日前，国务院普查办结束对江苏的地理国情普查过程质量监督抽查。针对抽查组指出的问题，江苏省测绘地理信息局迅速行动，积极组织落实整改，为不断提升普查成果质量奠定坚实基础。

一是领导高度重视。江苏省地理国情普查领导小组副组长、办公室主任、省测绘地理信息局局长刘聪亲自出席了监督抽查末次会，省测绘地理信息局党组书记施建石出席了首次会。刘聪在8月13日召开的末次会上要求全省普查单位以国普办质量监督抽查为契机，认真消除存在的问题，做好整改工作，狠抓质量管理，不断总结提升，确保成果质量。当天下午，省普查办常务副主任、省测绘地理信息局副局长史照良主持召开省普查办全体会议，专题讨论检查报告，研究整改措施，部署整改落实，要求各单位限期完成整改。

二是加强技术培训。省普查办技术组对整改意见认真进行了逐条梳理和细致分析，对一些综合性意见进行了细化，形成书面材料，下发给全省所有普查项目生产单位和监理单位。针对检查中暴露出的突出问题和普遍性问题，组织举办了培训班，全省所有普查任务承担单位共220余名技术骨干参加培训。抽调了12名技术骨干，分赴存在问题较多的生产单位进行技术指导，统一技术标准，规范生产流程。

三是开展自查自纠。各受检单位分别召开整改会议，研究制定整改措施，积极开展自查自纠。多数单位再次组织了内部培训，确保所有参与普查工作人员真正吃透技术要求，避免检查中指出的问题再次出现。举一反三，进行生产全过程排查，不放过任何一处问题和质量隐患。省测绘工程院等单位针对生产人员多、技术水平参差不齐的问题，加强内部交流，搞好传帮带，统一认识，消除短板，并加大了检查比例。

四是强化质量监督。省普查办根据这次检查中反映出的问题，加强了过程质量监督检查力量，制定了新的监督抽查计划，采取全过程检查与特定环节重点抽查相结合、省级检查与监理检查相结合等方式，适时对各单位整改进展和整改结果进行全面复查，加强普查质量监管。

One is the leadership attaches great importance to. The deputy leader of the group, Jiangsu province geography situation census leading group director of General Office of director of bureau of Surveying and mapping, geographic information, Liu Cong attended the supervision and spot checks at the lastmeeting, Shi Jianshi of secretary of leading Party group of Geographic InformationBureau of Surveying and mapping, attended the first meeting. Liu Cong held in August 13th at the end of meeting requirements of the province census units ingeneral to do quality supervision as an opportunity, carefully remove the existing problems, to make rectification work, pay close attention to quality management,constantly sum up, ensure the quality of the results. On the afternoon of the same day, the provincial census office deputy director, deputy director of bureau ofSurveying and mapping geographic information, Shi Zhaoliang chaired a provincialcensus office meeting, seminar inspection report, to study the rectification measures, the deployment of the implementation of rectification, requirement each unit for the completion of rectification.

Two is to strengthen the technical training. Census Office Technical Group onrectification opinions carefully conducted by combing and analyzing, somecomprehensive comments detailed, written form, to the province of all census project production units and supervision units. Aiming at the problems exposed in the examination of and universal problems, organized training courses, all thecensus task units of a total of more than 220 technical backbone training. From the 12 technology backbone, technical guidance to the problems of production units,unified technical standard, standard production process.

The three is to carry out self-examination and self correction. The inspected unitsheld rectification meetings, study and formulate rectification measures, actively to carry out self-examination and self correction. Most units once again organizeinternal training, to ensure that all participate in the census staff really understand technology requirements, avoid check out the problem occurs again. Infer other things from one fact, the entire process of production testing, not any one problem and quality problems. Provincial Surveying and Mapping Engineering Institute and other units for production personnel, technical level uneven problems, enhance internal communication, good mentoring, unified understanding, eliminate the short board, and increase the proportion of inspections.

Four is to strengthen the quality supervision. According to the Census Officereflects the inspection problems, strengthen the quality supervision and inspection power, making the sampling plan supervision, to take the whole process ofinspection and the specific link key combination of spot checks, the provincial inspection and supervision inspection combining way, timely comprehensive reviewof each single position rectification progress and the rectification results, to strengthen the survey quality supervision.
