8月3日16时30分,云南省昭通市鲁甸县发生6.5级地震。根据国家测绘地理信息局的部署和要求,研究院相关部门在第一时间启动应急预案,从影像获取、数据处理、灾区解译等方面提供全方位的技术支撑和服务保障。
8月5日9时从有关部门获取到0.2米分辨率的牛栏江堰塞湖受灾区航摄图后,摄影测量与遥感研究所作为负责数据处理、解译的部门,第一时间组织相关技术人员开展应急保障工作。基于国家基础地理信息数据、多源遥感影像数据以及相关专业的灾害数据,采用灾前、灾后影像对比分析和不同技术手段的综合分析方法,对牛栏江区域堰塞湖影像灾情进行重新解译。
研究院政府地理信息系统研究中心组织相关人员立即准备好震区灾前的多种数据,等待灾区数据传回后以最快速度进行处理,完成《云南鲁甸6.5级地震灾情影像解译成果报告(牛栏江堰塞湖受灾区)》。通过遥感解译获取主要灾情共3类,确定了702个受灾图斑,其中居民工矿用地622处,基础设施和农业用地52处,灾害体28处。解译了灾害位置、类型、规模和分布特征等灾情信息,定性、定量地展示了震区灾害情况。处理结果在报送国家测绘地理信息局的同时,以一图一表一报告的形式报送中办、国办等部门,并迅速启动灾情地理信息系统的构建工作。
