日前，黑龙江测绘地理信息局组织召开黑龙江省2014年边远地区、少数民族地区基础测绘专项经费项目立项评审会议。黑龙江局和省财政厅有关负责同志，项目申报单位所属市（地）测绘地理信息行政主管部门负责同志，经济和测绘领域的评审专家，项目申报单位代表等30余人参加会议。

来自双鸭山市、伊春市、黑河市、绥化市、绥芬河市和抚远县的项目申报单位分别汇报了项目申报工作，从立项目的、立项依据、前期工作基础、实施方案、技术路线和方法、投资概算测算依据及方法，资金筹措方案、申请财政经费的额度及支出范围、项目实施的保障措施、预期成果及效益等方面阐述了项目的总体情况。

评审专家对申报项目立项的重要性和实用性、工作内容的完整性、技术路线的先进性、经费预算的合理性和项目实施的可行性等方面进行了质询和讨论。专家组一致认为各申报项目均符合《黑龙江省2014年度边远地区、少数民族地区基础测绘专项补助经费项目申报指南》中确定的项目支持方向，技术路线和方法满足项目建设需求，经费预算合理、保障措施到位，一致同意各申报项目通过立项评审。

Recently, Heilongjiang surveying and mapping Geographic Information Bureau organized the project review meeting in 2014 in remote areas, ethnic minority areas of Heilongjiang Province special funds for basic surveying and mapping project.Heilongjiang Bureau and the Provincial Department of finance is responsible for comrades, project reporting units belonging to the city (the ground) administrative department of Surveying and mapping geographic information responsible comrades, the economy and the field of Surveying and mapping experts, project reporting units on behalf of more than 30 people attended the meeting.

Application unit from Shuangyashan City, Yichun City, Heihe City, Suihua City,Suifenhe city and Fuyuan county project were reported in the work of project application, from build a project, project basis, basis, implementation plan, technical route and method of investment estimate, basis and method of financing plans,hand, apply for funding and the amount of expenditure, project implementation safeguard measures, expected outcomes and benefits of the overall project.

Evaluation experts to declare the project of the importance and usefulness of the work, the integrity of the content, the technical route is advanced, budget the rationality and feasibility of the project implementation and other aspects of thequestion and discussion. The group of experts agreed that the project complies with the declaration of "of Heilongjiang province in 2014 remote areas, ethnic minority areas based on mapping of special subsidies to declare the project guidelines" to determine the direction of project support, technical routes and methods meet the project demand, a reasonable budget, security measures in place, agreed to the project passed the project assessment.
