7月28日，吉林省测绘地理信息局在局网站对本部门行政职权目录清单进行公示，标志着吉林省测绘地理信息局清理行政职权建立权力清单工作取得了重要进展。

按照吉林省政府办公厅《关于开展清理省政府部门行政职权建立权力清单工作的通知》（吉政办明电〔2014〕43号）和省政府审改办《关于做好清理省政府部门行政职权建立权力清单工作的通知》要求，省测绘地理信息局于近期完成本部门行政职权的清理和建立行政权力清单工作。经清理后的行政职权共计151项，其中行政许可9项、行政确认3项、行政征收1项、行政处罚115项、行政奖励3项、其他行政权力20项，均列入了本次公示行政职权目录清单中。省测绘地理信息局还制定并运用行政权力运行流程图，进一步理清权力边界，提高了权力运行的透明度和行政管理工作的科学化水平。

整理和公示行政职权目录清单，是建立行政权力清单制度的基础。行政权力清单制度建设是加快政府职能转变的一项重要工作，对划定权力边界，推进法治建设具有重要意义，可以进一步规范权力运行，提升行政管理水平，不断强化制度性授权，提高政府工作效率，有效加强社会监督，遏制滥用职权等现象的发生。

According to the Jilin provincial government office "Notice of the development ofprovincial government departments to establish clear administrative power list work"(Ji Zheng ban electricity (2014) No. 43) and the provincial government trial to do"on notice" clear administrative province government departments to establishpower list work requirements, Geographic Information Bureau of Surveying and mapping, in the near future the administrative authority of the Department to complete the cleaning and the establishment of administrative power list. Theadministrative authority to clean up after a total of 151, including 9 items ofadministrative confirmation, administrative license, administrative levy 3 items 1,115 administrative penalty, administrative award 3, other administrative powers of 20, are included in the list of public administrative authority. Geographic InformationBureau of Surveying and mapping has also formulated and use the graphoperation process of administrative power, to further clarify the power boundary,improve the scientific level of the transparency of power and administrative work.

Collation and publication of administrative authority list, is the foundation ofadministrative power list system. The construction of the system of administrativepower list is an important task to speed up the transformation of government functions, to delimit the power boundary, is of great significance to promote the rule of law, to regulate power operation, upgrade the level of administrativemanagement, continuously strengthen the institutional authority, improving government's working efficiency, effectively strengthen the social supervision, to curb the phenomenon of occurrence of breach of privilege.
