7月29日，《四川省测绘资质管理规定》和《四川省测绘资质分级标准》印发，自2014年8月1日起施行。

两个制度是依据《中华人民共和国测绘法》、国家测绘地理信息局《测绘资质管理规定》和《测绘资质分级标准》等相关规定，在2009年对应制度的基础上修订的。新的《四川省测绘资质管理规定》包括七章三十七条，明确了测绘资质的申请与受理、审查与决定、变更与延续的程序和具体要求，明确了实施测绘资质监督管理的主体、内容以及对违法违规行为的处罚细则。《测绘资质分级标准》分为通用标准、专业标准两部分，通用标准对各专业范围统一适用，专业标准包括十个专业类别并划分为若干专业子项，相应明确了主体资格、技术人员、仪器设备、办公场所、质量管理、档案和保密管理、测绘业绩、测绘监理等具体要求。

两个制度依法下放了部分测绘资质审批权限，将进一步规范测绘资质行政许可行为，转变政府职能、维护市场秩序，促进地理信息产业发展。

The two system is based on "the people's Republic of China Surveying and Mapping Law", the State Bureau of Surveying and mapping geographic information"Surveying and mapping qualification management regulations" and "Surveying and mapping qualification grading standards" and other relevant provisions,revised in 2009 based on the corresponding system. The new "Sichuan Provincial Surveying and mapping qualification management regulations" includes sevenchapters thirty-seven, clear the mapping qualification application and acceptance,examination and decision, change and continuation of the process and specific requirements, the implementation of the main qualification for surveying and mapping, supervision and management of the content and the illegal behavior of the punishment rules. "Surveying and mapping qualification grading standards" is divided into two parts: standard, professional standard, general standard for the professional scope unified professional standards, including ten professional categories and is divided into several sub items, the corresponding clear subject qualification, technical personnel, equipment, office space, quality management,archives and security management, surveying and mapping performance, project supervision and other specific requirements.

The two system in accordance with the law the decentralization of approval authority part of qualification for surveying and mapping, surveying and mapping qualifications will further standardize the behavior of administrative license, the transformation of government functions, maintain the market order, promote the development of geographic information industry.
