国务院第一次全国地理国情普查领导小组办公室印发《关于开展第一次全国地理国情普查2014年第三批过程质量监督抽查的通知》，决定于2014年7月中旬至8月组织开展2014年第三批过程质量监督抽查。目前，15个监督抽查小组已经奔赴全国17个省、自治区、直辖市开展第三批全国地理国情普查过程质量监督抽查工作，第一次全国地理国情普查2014年第三批过程质量监督抽查工作全面展开。

本次过程质量监督抽查涉及辽宁、河南、云南、湖南、福建、内蒙古、四川、山东、江西、浙江、海南、河北、山西、江苏、北京、天津、西藏共17个省、自治区、直辖市的159家普查作业单位。

本次监督抽查将采用复查与抽查相结合的方式，对于第一批次监督抽查已经覆盖的104家普查作业单位对其整改落实情况进行复查，掌握并督促普查作业单位对第一批次抽查中已发现问题的整改落实情况；对于新增的55家普查作业单位依据《第一次全国地理国情普查质量管理细则》和《地理国情普查过程质量监督抽查规定》（GDPJ13-2013）进行全覆盖式检查与抽查，掌握普查作业单位质量情况，尤其防止出现重大质量问题与系统性偏差。监督抽查结束后，将依据抽查规定对普查过程质量控制情况和过程成果进行符合性判定，根据判定结果对普查作业单位的质量状况作出符合、基本符合和不符合的质量评定。并依据评定结果，对质量控制措施到位、普查生产规范、成果质量符合要求的普查作业单位，监管措施有力、效果突出的省级普查办予以通报表扬。对于存在严重质量问题的普查作业单位，根据具体情况，分别采取约谈、通报批评、停工整改、取消普查资格、给予行政处罚等不同措施，加强督促和监管。

此外，为进一步规范监督抽查标准、统一监督抽查尺度，国家测绘产品质量检验测试中心于7月14日至16日在北京组织举办了过程质量监督抽查专职检查人员培训班，对参加本次监督抽查的15个监督抽查小组、约150名监督抽查人员进行系统性培训，培训内容涉及内业检查、外业检查、第一、二批过程质量监督抽查中出现的典型问题、第三批过程质量监督抽查方案、普查统计与数据质量等多个方面。

In addition, in order to further standardize the supervision standard, unified supervision and spot check scale, national surveying and mapping product quality inspection and testing center in July 14th to 16 in Beijing organized the processquality supervision and spot checks of full-time inspection personnel training,systematic training to participate in the supervision of 15 supervision and checks,checks the group about 150 supervision personnel, training content relates tocheck, check within the industry outside the industry, the first, two batch processquality supervision and spot checks the typical problems, the third batch of processquality supervision plan, census statistics and data quality etc..
