7月22日，浙江省测绘与地理信息局和浙江省农业厅签署《战略合作框架协议》，双方将充分发挥各自业务领域内的优势，共建共享、深度合作，建立深层次、宽领域、富实效的融合发展长期战略合作关系。

《协议》明确，双方将合作开展地理空间数据应用、空间定位设施使用、地理信息系统等应用技术交流，在地理国情普查和监测、地理空间数据交换和共享平台推广应用、农业“两区”实施监测、农产品质量安全监管、农业专项调查、现代农业地理信息系统建设等方面开展项目互利合作。

协议签署前，浙江省农业厅厅长史济锡一行在省测绘与地理信息局局长陈建国的陪同下参观了浙江省第二测绘院应急测绘分院的无人机及其应用成果。陈建国介绍了浙江省测绘与地理信息局的发展和服务“五水共治”、“美丽乡村”建设情况。陈建国表示，省测绘与地理信息局将充分利用省级基础测绘、省地理空间数据交换和共享平台、“天地图·浙江”建设成果以及相关地理信息技术，为省农业“两区”建设、现代农业发展、农村确权赋权改革、现代农业地理信息系统“一张图”建设等提供全方位的测绘地理信息保障服务。史济锡介绍了省农业厅学习贯彻省委十三届五次全会精神，提出要积极建设“治水倒逼促转型、生态兴农美田园”和“产管并举促提质、安全放心美生活”为主题的浙江“两美”农业，努力打造绿色农业强省，加快推进农业现代化的情况。史济锡表示，省农业厅将积极参与省地理空间数据交换和共享平台数据更新维护工作，支持省地理国情普查和监测工作。

双方早在2005年就签订了《关于基础地理信息资源共享与合作建设省农业1：10000地理信息数据库的协议》，通过共建省农业1:10000地理信息数据库，建立与省级基础地理信息数据库两库间数据的互交换制度，实现了省农业1：10000地理信息数据库与省级基础地理信息数据库同步、持续更新。近年来，省测绘与地理信息局为农业信息化建设、各类专题规划、农作物数字化监测预警等提供了基础地理信息数据，省农业厅向省测绘与地理信息局提供了交换和共享所需的现代农业综合区、粮食生产功能区、精品园、主导产业示范区等专题信息。

但随着经济社会发展和信息化不断加深，以前单纯的数据交换已不能满足双方的需要。此次协议的签署，为促进浙江省现代农业建设、城乡一体化发展和农民持续增收，进一步提高农业工作效率和地理信息资源共建共享共用，实现农业部门和测绘部门业务协同、优势互补、互利共赢的全方位合作提供保障。
