7月16日，江苏省测绘地理信息局召开局党组中心组会议，传达学习国家测绘地理信息局局长库热西在全国测绘地理信息局长座谈会上的讲话精神，深刻领会讲话精神实质，并对贯彻落实讲话精神做出部署。江苏局局长刘聪、局党组书记施建石、局领导班子成员、机关各处室主要负责同志参加会议。局党组书记施建石主持会议。

会上，刘聪通报了全国测绘地理信息局长座谈会相关情况，传达了库热西局长在全国测绘地理信息局长座谈会上的讲话精神和各位局领导的讲话要点，并就深入贯彻落实库热西局长讲话精神提出五点要求。一是加强学习，进一步增强投身改革的紧迫感和危机感。在思想上要克服“不改革仍有出路”的错觉，清楚地认识到当前测绘地理信息在服务经济社会发展的能力不强、地位不高、位次不前等问题，树立强烈的危机意识。加强学习，提高认识，切实提高积极投身改革的自觉性。二是对标找差，进一步增强改革的针对性。强化问题意识，注重问题导向。要注重查找自身问题、测绘地理信息产品应用问题，认清和全国的差距、与世界的差距，从而提高制定改革方案的针对性。三是全员参与，进一步提升改革的主动性有效性。各处室、各单位要围绕库热西局长提出的改革方向和目标要求，结合实际问题，把改革的任务领回去，研究制定出具体的改革内容和改革措施。四是统筹兼顾，把改革的长远目标和当前重点工作相结合。五是加强沟通，积极营造改革的良好氛围。把改革当作事业发展、提升能力的良好机遇，加强纵向、横向的沟通与交流，积极争取改革试点，努力营造改革的良好氛围。

施建石就抓好贯彻落实会议精神提出三点要求。一是深入学习，切实思考；二是积极主动，研究措施；三是抓住重点，扎实推进。
