7月18日上午，新疆维吾尔自治区国土资源厅党组副书记、副厅长、自治区测绘地理信息局党组书记平新来主持召开党组（扩大）会议，传达全国测绘地理信息局长座谈会精神，重点学习国家测绘地理信息局党组书记、局长库热重要讲话精神，并对贯彻落实讲话精神做出部署。局领导及机关各处室负责人、事业单位主要负责人参加会议。

会议指出，全国测绘地理信息局长座谈会以全面深化测绘地理信息领域改革为主调，回应了全国测绘地理信息系统干部职工的期待，是全面深化测绘地理信息领域改革的一次总宣示、总部署、总动员，找准了测绘地理信息工作在国家改革发展大局中的定位，明确了全面深化测绘地理信息领域改革的方向。特别是库热西·买合苏提的重要讲话，内容丰富，思想深刻，立意深远，在一系列事关推进测绘地理信息事业转型升级、跨越发展的问题上创造性地提出许多新思想、新观点、新要求，具有很强的思想性、针对性和指导性，充分体现了与时俱进、解放思想、改革创新的思想路线。

会议指出，全国测绘地理信息局长座谈会的召开对全区测绘地理信息系统进一步深化“开放开拓、大气大度、变化变革”的发展理念认识和实践，全面深化新疆测绘地理信息领域改革，推进新疆测绘地理信息事业转型升级、跨越发展具有十分重要的现实指导意义。

会议要求，一是要认真学习、深刻领会、准确把握全国测绘地理信息局长座谈会和和库热西重要讲话精神，打牢改革创新的理念和思想基础，真正把思想和行动统一到深化“开放开拓、大气大度、变化变革”发展理念上来，全面深化新疆测绘地理信息领域改革，推进新疆测绘地理信息事业转型升级、跨越发展。二是要围绕服务大局、服务社会、服务民生、服务稳定方向，结合工作实际，从现在开始着手谋划推进新疆测绘地理信息领域改革发展的思路，进一步找准保障自治区党委政府重大战略部署、各职能部门工作及各地经济社会发展和民生建设中的定位，继续推进基础测绘建设，加强测绘科技创新工作，按照简政放权要求深化测绘统一监管，推动体制机制建设深度融合于国土资源事业，不断提升服务新疆社会稳定和长治久安的能力和水平。三是要要针对今年各项工作任务十分繁重的实际，鼓舞士气，凝心聚力，稳扎稳打，坚持以突出抓好地理国情普查工作为重点，加强督促检查，有条不紊地推进国家“十二五”支持重点地区（新疆）基础测绘工程、基础测绘、三大平台建设、贯彻落实《国务院办公厅关于促进地理信息产业发展的意见》、测绘援疆需求对接、“十三五”规划编制等各项工作，确保年初全区测绘地理信息局长会议确定的各项工作任务圆满完成。
