7月16日，中国测绘科学研究院召开党委中心组（扩大）学习会，传达学习2014年全国测绘地理信息局长座谈会精神。会议重点传达学习了国家测绘地理信息局党组书记、局长库热西在全国测绘地理信息局长座谈会上的重要讲话。

会议认为，库热西局长的讲话简要总结了测绘地理信息工作上半年的进展和成绩，以十八大和十八届三中全会精神和习近平总书记系列讲话精神为指导，深刻分析了全面深化改革的形势，进一步明确了测绘地理信息工作在国家改革发展大局中的定位，提出了测绘地理信息领域全面深化改革的总体思路、目标任务，强调了下半年的重点工作，提出了进一步做好工作的要求。讲话对于全面深化测绘地理信息领域改革，对于推进测绘地理信息事业发展，对于做好下半年重点工作具有重要意义。

会议就深入贯彻落实讲话精神提出三点要求。一是院属各单位、党（总）支部要组织党员干部认真学习、深刻领会库热西局长讲话精神，提高对当前测绘地理信息领域全面深化改革的重要性、必然性和紧迫性的认识，深刻理解测绘地理信息工作在国家改革发展大局中的定位，全面把握当前要着力深化的五方面改革任务，准确把握国家局下半年重点工作和四点要求。二是要在准确把握测绘地理信息工作定位、深化改革总体思路、工作重点的前提下，紧密结合院工作实际，深入思考、积极谋划院改革发展的思路和举措。三是要以全国测绘地理信息局长座谈会精神为指导，认真总结上半年工作，研究布置下半年任务，开好即将召开的半年工作会。

会议还传达学习了习近平在参加兰考县委常委班子专题民主生活会时的讲话、习近平总书记对人才工作重要批示以及国家测绘地理信息局党组严格落实组织人事工作重要事项请示报告制度。
