7月14日，黑龙江测绘地理信息局党组中心组专题学习姜大明部长在中国测绘创新基地调研时的讲话和国家测绘地理信息局关于推进部局业务协作的部署要求，就切实抓好讲话精神的贯彻落实工作进行了研究讨论。

会议认为，姜大明部长对测绘地理信息工作取得的成绩给予充分肯定，全系统广大干部职工深受鼓舞；对测绘地理信息工作改革发展、业务转型等提出的指导性意见，定位明确、具体务实，可操作性强，是做好今后工作的重要遵循。 

会议决定，结合黑龙江实际，当前重点抓好以下工作：一是主动对接，由局领导牵头、各相关处室积极主动加强与省国土资源部门的联系，主动服务，深化合作，构建良好的业务协作机制；二是加快基础测绘、数字城市和天地图建设，充分发挥基础地理信息资源优势，为地籍管理、不动产登记等工作提供数据支撑和技术保障；三是全力组织实施好地理国情普查工作，更好地服务国土资源管理，助力黑龙江省“五大规划”的实施，在融入和服务“两个大局”中实现自身的改革发展；四是加强顶层设计，科学谋划好“十三五”规划，扎实推进黑龙江测绘地理信息事业改革创新和转型升级。

The meeting decided, combined with the actual situation of Heilongjiang, the current focus on the following tasks: one is the active docking, the Bureau leadership led, relevant offices actively strengthen and the departments of land and resources, links, active service, deepen cooperation, build businesscooperation mechanism is good; two is to accelerate the development of basic surveying and mapping, digital city and map construction, fully play the basicgeographic information resources, for the cadastral management, registration of immovables, provide data support and technical support; three is to organize the implementation of good geographic conditions of census work, to better serve theland and resources management, the implementation of power in Heilongjiang province "Five Plan", the reform and development of its in the integration andservices "two overall situation"; the four is to strengthen top-level design, scientific planning good "45" planning, to promote the Heilongjiang surveying and mappinggeographic information service innovation and transformation and upgrading.
