宁夏地理国情普查办于近日印发《宁夏第一次地理国（区）情普查质理管理办法》，严把地理国情普查质量关。

《办法》要求普查作业单位建立完善的质量管理体系，设立专门的质量管理和质量检查机构，足额配备专职质量检查人员，加强过程质量控制，建立质量岗位责任制，普查实行全过程质量监督管理。

《办法》明确了自治区普查办、质量监督组、技术支撑组、普查作业单位、统计分析组、普查作业人员、普查质量检验人员及其他普查工作人员的主要职责，对过程质量控制普查组织管理的人员、资料、所用测绘计量器具、标准、技术规程、技术设计书的编写、审查、批准程序，首件成果质量，工序作业过程质量管理等各个环节进行细化，并对过程质量监督抽查的组织实施，抽查的主要内容、方式进行规定，确保成果质量。

《办法》强调，对造成国情普查成果不合格的，依照《中华人民共和国测绘法》有关规定，责令普查作业单位返修；情节严重的，降低资质等级直至吊销测绘资质证书；给国家造成损失的，依法承担赔偿责任。对疏于管理，不严格执行相关技术标准、质量管理规定，导致国情普查重大质量事故的，对于责任单位，降低其测绘资格证书等级，直至吊销测绘资质证书；给国家造成损失的，依法承担赔偿责任；构成犯罪的，依法追究刑事责任。对粗制滥造、以假充真、伪造成果的；工作失职，造成错检、漏检的；对质量隐患问题隐瞒不报的；其它玩忽职守、贻误工作的行为，导致重大质量问题或者造成不良社会影响的，依据《事业单位工作人员处分暂行规定》，严肃追究责任。情节较轻的，给予警告、记过或者记大过处分；情节较重的，给予降低岗位等级或者撤职处分；情节严重的，给予开除处分。

"Means" clear of the autonomous region, the Census Office of quality supervisiongroup, technical support group, census operation unit, statistical analysis of main responsibilities, census, census workers group quality inspectors and other staff of the census, the census organization and management of process quality controlpersonnel, materials, using measuring instruments, standard, technology mappingrules, technical design, book review, approval procedures, product quality first, to refine all aspects of process quality management, and the process of quality supervision organization and implementation, inspection, main content ofregulations, to ensure the quality of the results.

"Approach" stressed, the national census results not qualified, in accordance with the "Surveying and Mapping Law" the relevant provisions of the people's Republic of China, shall be ordered to census operation unit repair; if the circumstances are serious, lower quality grades until revoked the certificate of qualification for surveying and mapping; causing losses to the state, it shall assume the liability of compensation. The lack of management, not strictly implement the provisions of the standard, quality management, lead to national census of major quality accident,the responsibility of units, reduces its certificate of Surveying and mapping grade,until revoked the certificate of qualification for surveying and mapping; causinglosses to the state, liable for compensation according to law; constitute a crime,shall be investigated for criminal responsibility according to law. The crudely made,yijiachongzhen, falsifying results; breach of duty, cause the error, omission; not reported to conceal the quality problem; other be forgetful of one's duties, delaying the work behavior, cause serious quality problems or adverse social impact,according to the "Interim Provisions" business unit personnel punishment, serious accountability. If the circumstances are relatively minor, given a warning, record faults or serious punishment; if the circumstances are serious, to reduce post rankor removal from office; if the circumstances are serious, be punished by dismissal.
