7月14日，陕西测绘地理信息局召开党组扩大会议，学习姜大明部长调研中国测绘创新基地时的讲话和库热西局长在全国测绘地理信息局长座谈会上的讲话精神，深刻领会讲话精神实质，并对贯彻落实讲话精神做出部署。陕西局党组书记、局长武文忠，局党组成员、巡视员、副巡视员、机关各处室主要负责同志参加会议。党组副书记、副局长成燕辉主持会议。

会上，武文忠通报了全国测绘地理信息局长座谈会相关情况，传达了库热西局长在全国测绘地理信息局长座谈会上的讲话精神，并就深入贯彻落实库热西局长讲话精神提出四点要求。一是全局上下要在思想上、行动上高度统一到国家测绘地理信息局党组的决策上来，统一到全国测绘地理信息领域深化改革的层面上来。要以高度的政治敏锐性和政治自觉性，在思想上、行动上自觉与国家局党组深化改革的部署安排保持高度一致，决不能在思想、行动及言论上发生与国家局党组决策不一致的地方，从根本上与党中央保持高度一致。二是全局干部职工要认真学习领会库热西局长讲话精神，深刻理解把握测绘地理信息工作在国家改革发展中的定位与重点。对改革方面提出的方向性要求，要未雨绸缪，及时跟进与思考，认真学习、深刻理解和把握讲话精神实质。三是深入研究、探索推动陕西测绘地理信息工作深化改革的思路、举措和任务。要在深入把握国家局总体定位、工作重点的前提下，结合陕西测绘地理信息工作实际，积极谋划深化改革的思路和举措。各职能部门要针对“十三五”规划编制、生产组织结构调整、事业单位分类改革以及与国土部门加强协作等问题，认真思考陕西测绘地理信息工作改革发展的措施和意见。四是切实按照年度工作计划任务分解，精心组织、兢兢业业、抓好落实，确保工作任务圆满完成。要进一步提高工作能力、工作效率，为切实完成国家和省上改革发展各项任务提供坚实可靠的测绘地理信息保障服务。
