近日，国家测绘地理信息局制定印发《注册测绘师执业管理办法（试行）》（简称《办法》），将于2015年1月1日起正式实施。《办法》的实施，标志着我国注册测绘师制度进入实质运行阶段。

《办法》根据《中华人民共和国测绘法》、《中华人民共和国行政许可法》等法律法规，在广泛调研基础上制定。《办法》共计6章33条，对注册测绘师的注册程序、执业要求、继续教育和监督管理等作出了明确规定，体现了深化改革、简政放权、注重服务、强化监督的原则，对提高测绘地理信息成果质量、规范测绘地理信息市场秩序、深化测绘地理信息行业管理体制改革将会产生积极深远的影响。

《办法》规定，依法取得中华人民共和国注册测绘师资格证书的人员，通过一个且只能是一个具有测绘资质的单位进行注册后，方可以注册测绘师名义开展执业活动。测绘地理信息项目的设计文件、成果质量检查报告、最终成果文件以及产品测试报告、项目监理报告等，须注册测绘师签字并加盖执业印章后生效。注册测绘师应保证执业活动中相应测绘地理信息成果质量并承担终身责任，任何组织和个人不得以任何理由要求注册测绘师在不符合质量要求的项目文件上签字。注册测绘师延续注册、重新申请注册和逾期初始注册，需要按规定完成继续教育学习。建立注册测绘师信用档案，并按规定程序向社会公开。适应市场化管理需求，《办法》提出，由省级测绘地理信息行政主管部门探索建立注册测绘师事务所制度。 

据悉，我国目前有取得注册测绘师资格人员近7000人，大部分分布在甲级、乙级测绘资质单位。为确保注册测绘师制度稳妥有序推进，《办法》设置了3年过渡期，过渡期内暂不对丙级、丁级测绘资质单位测绘地理信息项目有关文件需要注册测绘师签字盖章进行强制要求。
