2014年下半年，江苏省测绘地理信息局将进一步解放思想，改革创新，实现江苏省测绘地理信息事业的转型升级、跨越发展。重点工作任务如下：

一是以基础测绘为本，不断夯实公共服务基础。一方面启动“十三五”基础测绘规划编制。以提升测绘地理信息数据的有用、好用为目标，切实增强基础测绘规划的引领作用，建立基础测绘快速更新机制和航空航天影像的多渠道快速获取机制；探索建立信息化测绘体系，加强装备建设，引进先进技术，优化生产流程；探索社会化、网络化的服务应用模式。另一方面扎实推进基础测绘生产，全面落实“十二五”规划中测绘基准建设、新一轮基础地理信息更新、沿海滩涂和省管5大湖水下地形测量、江苏省地图集编制等各项工作。

二是以地理国情普查为重点，着力推进重点工作。江苏省普查办将按照国普办的进度和质量要求，在协调、进度、质量等方面进一步明确工作责任，强化责任考核，统筹协调各方力量，全面推进全省普查工作。一是强化普查工作计划，加快普查工作进度；二是强化生产技术指导，统一普查工作要求；三是强化普查质量监管，确保成果质量；四是谋划地理国情监测，提供决策保障。全面开展县区数字城市建设和智慧城市试点工作；全面完成天地图市级节点建设和县级天地图数据基本覆盖。

三是深化业务协作，切实增强服务大局的整体合力。不断深化与相关部门的业务协作，强化测绘地理信息共享合作的应用示范作用。一是进一步深化同国土部门的业务协作，建立相关处室的对口交流机制，围绕国土工作的重点和业务需求，建立业务协作的长效机制，增强国土资源工作服务大局的整体合力。二是深化与军队测绘部门的协作，围绕军地测绘规划（计划）的统筹协调、军地测绘区域和重大项目合作、军民测绘导航地理信息成果资源共享、军地测绘导航应急保障快速反应、重点任务的保障和科技人才等方面开展合作，发挥优势互补，推进资源共享，进一步促进双方测绘保障能力的提升。

四是深化改革创新，增强测绘地理信息工作活力。根据省人大常委会立法规划，推进测绘地理信息立法进程，启动《江苏省测绘条例》修订调研工作。全面深化体制机制改革，加快推进政府职能转变，实施测绘资质审批制度、测绘地理信息项目备案制度和测绘基础设施费征收制度改革，积极理顺与政府其他部门的行政管理关系。出台地理信息共建共享管理办法，大力推广地理信息在政府部门的共享和交换。制定江苏省测绘地理信息安全保密监督管理办法，提升地理信息安全监管能力。结合事业单位分类改革，制定出台教育培训管理办法和加强人才队伍建设的意见，加强人才队伍建设。

五是加强测绘宣传，优化测绘地理信息发展环境。进一步加大向各级党委政府的宣传力度，强化服务各级党委政府的意识，提升测绘地理信息服务产品的水平，积极营造各级党委政府进一步了解测绘、理解测绘、关心测绘和支持测绘的工作氛围。加大部门间的合作力度，通过测绘地理信息的广泛应用，促进测绘队伍的科技和人才水平，不断提升测绘服务经济社会的影响和地位。

Two is the geographic conditions survey as the focus, efforts to promote the focus of the work. Jiangsu census office will be in accordance with the schedule and quality of the census office requirements, to further clarify the responsibilities incoordination, schedule, quality, strengthen the responsibility assessment,coordinated efforts, and comprehensively promote the province census work. One is to strengthen the census work plan, accelerating the census work schedule; two is to strengthen the production and technical guidance, unified census workrequirements; three is to strengthen the quality of supervision to ensure the quality of the results of the census, four; planning geographical conditions monitoring,provide decision support. To carry out a comprehensive County Construction of digital city and wisdom city pilot; complete the map node construction and MunicipalCounty day map data covering the basic.

Three is to deepen business cooperation, enhance the overall situation of the whole service. The deepening and the relevant departments of the businesscooperation, demonstration and strengthen the role of Surveying and mappinggeographic information sharing and cooperation. One is to further deepenbusiness cooperation with the departments of homeland, to exchange mechanism to establish the related offices, around the focus and business needs and work, the establishment of long-term mechanism of business cooperation, enhance the work of land and resources to serve the overall situation of the whole. Two is to deepencooperation and military surveying and mapping departments, military surveying and mapping plan (plan) on the overall coordination, the military surveying and mapping area and major project cooperation, military surveying and mapping theresults of geographic information resources sharing, the military surveying and mapping emergency support rapid reaction, the key task of security and technical personnel and other aspects of cooperation, give play to complementary advantages, promote the the sharing of resources, to further promote thesurveying and mapping support capability.

Four is to deepen the reform and innovation, enhance the vitality of Surveying and mapping geographic information work. According to the provincial people's Congress legislation plan, promote the process of Surveying and mappinggeographic information legislation, start the "Jiangsu Province Survey and mapping Ordinance" revised research work. Deepening the reform of mechanism of systemcomprehensively, speeding up the transformation of government functions, the implementation of approval system of qualification for surveying and mapping,surveying and mapping geographic information project filing system and mappinginfrastructure fee collection system reform, and actively improve the relationship of administrative management and other government departments. Introduction of geographic information sharing and management measures, and vigorously promote the geographic information sharing in government departments and exchange. The development of Jiangsu province surveying and mappinggeographic information security supervision and management measures, improve information security supervision ability of geography. According to the classificationreform of public institutions, formulating measures for the management ofeducation and training and to strengthen the construction of talent team opinion,strengthen the construction of talent team.

Five is to strengthen the propaganda mapping, surveying and mapping geographic information to optimize development environment. To further increase the party committees at all levels of government propaganda, strengthen the serviceconsciousness of Party committees and governments at all levels, enhance thelevel of Surveying and mapping geographic information service products, and actively create a party committees and governments at all levels to further understanding of Surveying and mapping, surveying and mapping, surveying and mapping support care and understanding of Surveying and mapping work atmosphere. Increased cooperation between departments efforts, through the extensive application of Surveying and mapping geographic information, to promote the surveying and mapping team of science and technology and talent level,continuously improve the effect of the economic and social status of Surveying and mapping service.
