近日，广西第一次全国地理国情普查领导小组办公室印发了《广西第一次全国地理国情普查质量管理细则》和《广西第一次全国地理国情普查过程质量监督抽查实施方案》。

《广西第一次全国地理国情普查质量管理细则》（以下简称《细则》）分为总则、质量管理职责、过程质量控制、过程质量监督抽查、验收检验、附则等六章，共计三十五条。《细则》指出，广西第一次全国地理国情普查的质量管理工作，按照全区统一领导、分级负责、各方共同参与的原则组织实施，统一检验标准，实行全员、全过程、分级分类质量控制。同时还明确了质量管理的措施及要求。该《细则》适用于普查技术设计、资料获取、普查作业、过程质量监督抽查、成果验收检验等工作环节。

《广西第一次全国地理国情普查过程质量监督抽查实施方案》（以下简称《方案》）指出，过程质量监督抽查工作，是通过对影响成果质量的主要资料、技术、流程等要素进行控制，及时发现并解决生产中出现的质量问题，采用“预防为主、防检结合”的手段将成果的质量隐患消除在生产环节，确保地理国情普查成果的真实、准确和可靠。过程质量监督抽查工作由广西普查办负责组织，建立过程质量监督抽查组，具体抽查工作除前期准备阶段外，其他阶段委托广西壮族自治区测绘地理信息产品质量检验站组织实施。过程质量监督抽查分为前期准备的质量监督检查、生产过程的质量监督抽查、验前成果质量监督等阶段。《方案》对各阶段的抽查内容、组织实施的要求进行了明确。

《细则》和《方案》的出台，对于进一步加强和规范广西第一次全国地理国情普查质量管理工作，完善质量控制体系，确保普查成果质量提供保障。
