6月27日，吉林省测绘地理信息局、松原市人民政府在松原市举行了数字松原地理空间框架项目签约仪式。吉林省测绘地理信息局局长张立民、副局长郭燕、总工程师张丽平，松原市委副书记、市长李相国、常务副市长柴伟、副秘书长李文江及“数字松原”技术支持单位吉林省地理信息院相关负责人、松原市直相关单位负责人出席签约仪式。 

郭燕在致辞中表示，开展数字城市地理空间框架建设，是落实十八届三中全会精神、实现“两个百年”目标和中国梦战略、全面推动我省“数字城市”建设的重要举措。作为省级测绘地理信息主管部门，吉林省测绘地理信息局将全力为吉林省“数字城市”建设提供技术支持、政策引领和信息资源，积极发挥桥梁纽带作用。一是确保将“数字松原”建成技术先进、数据权威、信息丰富、功能完善、高效运行、广泛应用、实时更新的城市信息化基础设施。二是紧紧围绕需求，抓好应用服务，积极与松原市政府沟通建立长效运行机制，切实保障“数字松原”建设顺利开展及稳定运行。三是通过应用示范，抓出亮点，以点带面，深化“数字城市”应用，用“数字城市”打造吉林省经济升级版。 

柴伟在致辞中表示，数字松原地理空间框架建设体现了国家和省测绘地理信息局对松原市的关心和支持。相信“数字松原”必将进一步提高松原市信息化建设与管理水平，对加快松原市城镇化发展产生巨大的推动作用。他要求，全市各单位要统一思想，提高认识，充分理解“数字城市”重要意义。“数字城市”使城市的管理服务走向空间化、精细化、动态化和可视化，有利于整合政府资源、节约行政成本，推动管理决策的科学化和规范化。要切实加大财政投入力度，高起点、高效率地构建统一、权威、标准的地理信息公共平台和“天地图·松原”城市节点。大力推广应用“数字城市”成果，提高“数字城市”综合利用效益。

签约仪式上，郭燕、柴伟共同签署了数字松原地理空间框架项目合作协议书。

数字松原地理空间框架建设项目于6月26日通过了专家组的评审。专家组认为项目设计书所提出的完善基础地理信息数据集、建设基础地理信息数据库、构建地理信息公共平台、开展应用示范等建设内容，符合国家测绘地理信息局关于数字城市地理空间框架建设项目的有关规定和要求。项目设计考虑的软硬件、网络和地理空间数据资源等条件，满足数字松原地理空间框架建设的要求。项目设计目标明确，内容完整，技术路线合理可行。

“数字松原”的建设将更好地发挥测绘地理信息对当地政府机关宏观决策、应急管理、社会公益服务起到保障作用，将全面推动松原市信息化基础设施建设、并对扩大内需、拉动消费、促进经济结构调整、实现经济平稳较快发展发挥积极的促进作用。

The signing ceremony, Guo Yan, Chai Wei jointly signed the project of digital geo spatial framework of the Songyuan cooperation agreement.

Digital geo spatial framework Songyuan construction projects through the expert group review in June 26th. The Group believes that the project design documentthe proposed improvement of basic geographic information data set, construction of basic geographic information database, construction of geographic informationpublic platform, develop application demonstration construction contents, in conformity with the relevant provisions of the State Bureau of Surveying and mapping geographic information about geo spatial framework for digital cityconstruction project and requirements. Project design considerations of thesoftware and hardware, network and geographical spatial data resource conditions,meet the construction of digital Songyuan geospatial framework requirements. The project design goal is clear, complete in contents, technical route is reasonable.

The construction of "digital Songyuan" will play better in surveying and mappinggeographic information to guarantee the local government decision-making,emergency management, social services, will comprehensively promote theconstruction of information infrastructure in Songyuan City, and to expand domestic demand, stimulate consumption, promote the adjustment of economic structure,play a positive role to achieve stable and rapid economic development.
