6月25日，国家测绘产品质量检验测试中心（以下简称“质检中心”）在中国测绘创新基地召开第一次党员大会，大会按照《中国共产党党章》和《中国共产党基层组织选举工作暂行条例》规定选举产生了中共国家测绘产品质量检验测试中心第一届党委、纪委委员。受国家测绘地理信息局党组成员、直属机关党委书记于贤成委托，国家测绘地理信息局直属机关党委专职副书记李烨出席会议并讲话。质检中心临时党委班子成员和全体党员参加会议。 

李烨首先代表局直属机关党委对大会的召开表示祝贺，她指出质检中心临时党委成立以来，在思想、组织、作风、制度和反腐倡廉建设、宣传和单位文化建设等方面做出的大量基础性、开拓性工作，为党员干部思想政治素质不断提高、基层党组织战斗堡垒作用不断增强打下了良好的基础，为推动单位顺利组建、促进测绘地理信息质检事业平稳起步提供了有力的思想政治保证。

李烨对质检中心在新形势下抓好党建工作，提出了四点要求：一是要进一步增强做好新时期党建工作的责任感和使命感，坚持“围绕中心抓党建、抓好党建促发展”，进一步明确当前和今后的工作目标和任务，以饱满的精神状态创造性地开展党建工作；二是要着力提升党委服务大局的能力和水平，重点在统一思想、制度规划、服务群众、典型示范四方面用实功、出实招、求实效，切实为推进各项工作注入动力、提供保证；三是要着力提升党员干部队伍的整体素质，狠抓思想理论武装，大力推进作风建设，弘扬测绘精神和爱岗敬业精神，努力建设一支思想过硬、业务精湛、作风扎实的党员干部队伍；四是要着力加强党委班子自身建设，加强团结，形成合力，切实改进作风，深入扎实推进党风廉政建设，不断提升党委班子的领导能力和决策水平。

会上，质检中心临时党委书记张文晖代表临时党委作了工作报告，报告从坚持正确的政治方向，加强基层组织和队伍建设，推动党建工作与业务工作有机融合，加强作风建设和党风廉政建设，积极培育和谐的单位文化等五个方面全面客观地总结了质检中心临时党委成立三年多所做的各项工作。报告对今后质检中心党建工作作出部署：一是切实加强理论武装；二是切实加强干部人才队伍建设；三是切实加强党的基层组织建设；四是切实加强制度建设；五是切实加强作风建设和反腐倡廉建设；六是切实加强单位文化建设。 

会议号召，质检中心全体党员在第一届党委的领导下，紧紧围绕中心、服务大局，不断增强战斗力和凝聚力，充分发挥战斗堡垒作用和先锋模范作用，团结一心，奋力开拓，推动质检中心党建工作再上新台阶，为测绘地理信息质检事业实现快速发展、科学发展作出更大贡献！
