6月18日，地图文化与创意国家测绘地理信息局工程技术研究中心技术委员会第一次会议在青岛召开。国家测绘地理信息局副局长李朋德出席会议并讲话。

会议听取了工程中心成立一年来建设与发展汇报。技术委员会一致认为，工程中心依托中国地图出版集团、青岛勘察测绘研究院在科技、创意与地图文化融合研究，地图文化产品的创意、设计、开发及产业化方面取得积极进展。与会专家对工程中心发展方向、制度设计、产业化路径、产品创意设计理念等方面提出了意见和建议。

李朋德对工程中心一年来的建设与发展给予充分肯定，提出“测以致用图为本，绘寓创意数为据”的发展理念，走地理信息与文化创意与科技相融合的发展道路，并对工程中心建设与发展提出了“八个结合”的发展思路，在定位上，聚焦与发散结合；在体制上，资本与知本相结合；在机制上，融合与开放相结合；在成果上，原创与转化相结合；在人才上，专职与兼职相结合；在投入上，项目与市场相结合；在领域上，理论与实践相结合；在方向上，国内和国际相结合。李朋德希望工程中心充分吸纳技术委员会的意见和建议，把地理信息、地图的资源优势与资本、人才的优势结合，将工程中心发展成为创新、创业基地。
