近日,河北省地理信息局印发《关于加强人事人才建设促进事业转型升级发展的若干意见》(以下简称《意见》),进一步加强人事人才建设,促进地理信息事业转型升级发展。
《意见》指出,全局人事人才工作要围绕服务地理信息事业转型升级发展,打破惯性思维,创新发展思路,加强领导,强化职责,调整结构,重点引进,为推动地理信息事业转型升级发展提供组织人才支撑。
《意见》明确了四方面重点工作。一是加强组织领导,引领事业转型升级发展。成立局人才引进领导小组,根据全局事业发展和生产结构调整需要,负责全局人才需求分析研究,审核重大人才引进事项。深化事业单位领导班子和领导干部综合考核评价改革,提高各单位对转型升级发展和科技创新的重视程度。二是加强机构建设,服务事业转型升级发展。积极推动事业发展和科技机构建设,落实事业发展战略研究和前沿技术引进职责,推进地理信息事业转型升级。依托国土环境与灾害监测国家测绘地理信息局重点实验室和高新地理信息科技企业,成立局地理信息研发中心,负责省级地理信息政务服务平台及其他重大地理信息项目核心技术的研发攻关和前沿技术引进工作。整合内设机构,设立与局研发中心相对应的地理信息系统研发部门,负责本单位技术支撑的市县数字城市、厅局专题地理信息系统的研发、建设和维护工作。三是加强重点人才引进,推进事业转型升级发展。提高重点高校高层次人才引进比例,引进高层次特殊人才。利用研发中心平台,拓宽人才引进渠道。加强与武汉大学、中国矿大、中国测绘科学研究院等高校、研究机构的合作,引进智力、吸引人才。四是加强人才培养,推动事业转型升级发展。加强系统研发、地理国情分析等高层次人才培养。利用地理空间技术创新基地平台,建立地理信息技术创新大讲堂,适当提高青年科技带头人地理信息系统开发专业人才评选比例,激励研发人才脱颖而出。

"Opinions" made clear the four aspects of work. One is to strengthen the organizational leadership, leading the industry transformation and upgrading. Two is to strengthen the institution building, service transformation development. Actively promote the developmentand construction of scientific institutions, the implement of the strategic research and the front technology import duties for career development, promote the geographic information industry transformation and upgrading. Relying on the landsurveying and mapping Geographic Information Bureau of National Key Laboratory of disaster monitoring and new geographic information science and technology enterprises, established bureau of Geographic Information Research Center, is responsible for the core technology of provincial geographic information serviceplatform of e-government and other significant geographic information project of the R & D research and the introduction of advanced technologies. The integration of internal institutions, R & D Department of geography information systemestablishment and administration of R & D center corresponding to the digital city,city, responsible for supporting the technology department thematic geographic information system development, construction and maintenance work. Three is to strengthen the focus on the introduction of talents, promote the transformation and upgrading. Increase the proportion of high level talents introduction of key universities, the introduction of high-level special talents. The R & D centerplatform, widening the talent introduction channel. Strengthen and Wuhan University, China mine, Chinese Academy of Surveying and mapping and other colleges and universities, research institutes cooperation, the introduction of intelligence, to attract talents. Four is to strengthen personnel training, promoting the cause of transformation development. To strengthen the system of R & D,geographical conditions of cultivation of high level talents. Use of geospatial technology innovation base platform, the establishment of information technologyinnovation of geography teaching, improve the youth science and technologyleader in geographic information system development personnel selection,incentive R & D personnel talent showing itself. |
