6月19日，黑龙江省第一次全国地理国情普查工作专题会议在黑龙江测绘地理信息局召开，深入贯彻落实第一次全国地理国情普查现场交流会精神，通报黑龙江省地理国情普查工作进展情况，部署下一阶段主要任务。黑龙江省第一次全国地理国情普查领导小组办公室领导、领导小组办公室下设的各管理机构和工作机构负责人、全省21家地理国情普查任务实施单位的项目负责人、技术负责人和质量负责人等90余人参加会议。

会议传达学习了国家测绘地理信息局库热西局长和李维森副局长在第一次全国地理国情普查现场交流会上的讲话精神。各地理国情普查任务实施单位汇报了本单位地理国情普查的人员设备投入、资料领取、专业技术设计编制、保障措施、存在的问题和建议等工作进展情况。黑龙江省第一次全国地理国情普查领导小组办公室下设的各管理机构和工作机构负责人分别从组织实施、财务监督、资料收集、质量监督、安全保密和宣传保障等方面，分析问题、找准差距、狠抓落实，提出下一阶段工作思路和要求。

会议对黑龙江省第一次全国地理国情普查的组织实施、财务监督、资料收集、质量监督、安全保密、宣传保障、任务执行统计等工作提出明确要求。第一，各普查单位要进一步明确项目管理、技术管理和质量管理等岗位职责，相互协调、积极配合，实现普查管理精细化、普查数据处理自动化、普查工效最优化。第二，确保资金使用安全，严格资金使用管理，确保项目资金专款专用。第三，加强基础影像资料和行业专题资料的分析、利用和补充收集工作的力度，进一步明确利用原则，保障普查成果完整、准确。第四，强化过程质量监督抽查，认真查改抽查过程中发现的质量问题并做好复查工作；加强质检人员培训，提高质检人员工作水平，切实控制普查成果质量。第五，完善安全生产和成果保密制度，加强安全、保密培训和教育，安装车辆和人员安全生产监控系统，做好外业生产安全保障工作，促进生产持续稳定。第六，进一步提高对普查宣传工作重要性的认识，设立国情普查宣传信息员，定时报送宣传信息；在测区驻地及项目承担单位门口等醒目位置，悬挂国情普查宣传标语口号，为地理国情普查营造氛围。第七，及时统计上报任务执行情况，做到数据准确、上报及时，为决策提供可靠的统计信息。

会议强调，一要统一思想、提高认识，贯彻落实好库热西局长和李维森局长在第一次全国地理国情普查现场交流会上的讲话精神。二要科学管理，细化措施，保障普查工作有序开展。三要防控结合，加强地理国情普查安全生产和数据保密管理。四要创先争优，激发职工的工作热情与创新活力。
