按照全国国家版图意识宣传教育和地图市场监管协调指导小组关于开展“问题地图”专项治理部署要求，近日，山东省国土资源厅联合中共山东省委宣传部等12部门下发了《关于开展2014年“问题地图”专项治理工作的通知》，在全省部署开展“问题地图”专项治理有关工作，对各市做好“问题地图”专项治理各项工作开展提出具体要求。

《通知》指出，2014年国家版图意识宣传教育和地图市场监管以查处“问题地图”为目标，重点清查互联网上出售或提供涉密地图、上传标注涉密或敏感地理信息等违法违规行为，进一步规范地图登载广告和商业标注行为，遏制网上地理信息失泄密现象的发生，规范地图市场秩序，提升地图产品质量，增强从业人员和社会公众的国家版图意识和安全保密意识。

《通知》明确专项治理的主要内容包括：一是针对互联网上存在的出售或提供涉密地图的交易信息情况，全面查处出售或提供各类涉密基础测绘成果、未经保密处理的导航电子地图和其他涉及国家秘密的地图、地图集等违法违规行为；二是加大对互联网地图服务中上传标注地理信息的监管力度，严厉查处上传标注涉密或敏感地理信息等违法违规行为；三是进一步规范地图登载广告和商业标注行为，减少和杜绝违法违规在地图上登载广告以及广告或商业信息标注泛滥而导致重要地理信息不全、地图内容不符合使用目的、地图质量低下等现象；四是针对不同历史时期编制、出版、印刷的涉及南海诸岛、钓鱼岛及其附属岛屿等敏感区域的地图，全面检查不符合我国国家版图管理有关规定的有关地图。

《通知》要求，各市一是要对电子商务网站、博客、论坛等各类网站中出售或提供涉密地图的交易信息，对互联网地图服务中上传标注涉密或敏感地理信息行为，进行全面检查并开展日常监管，组织对本地区地图市场进行全面检查，重点检查交通旅游类地图、城市生活类地图登载广告和商业标注存在的不规范行为；二是要对排查出的问题进行梳理，依法查处、处罚各种涉及地图的违法违规行为，对互联网网站中出售或提供涉密地图的行为，一经查实，要依法追究有关单位和人员责任，对上传标注涉密或敏感地理信息的网站，要依法予以关闭。对广告登载不符合法规规定、广告和商业信息标注泛滥而导致重要地理信息不全、地图内容不符合使用目的、地图质量低下等“问题地图”，要责令相关单位停止销售并整改。三是要深入开展国家版图意识宣传教育，并选择部分情节严重、社会反响强烈的典型违法案件予以曝光，深刻剖析，认真开展警示教育，增强全民的国家版图意识和地理信息安全意识。

"Notice" requirements, municipalities is to sell or provide trading informationclassified map of e-commerce website, blog, forum and so on each kind of website,the confidential or sensitive information behavior upload annotated Internet map service, to conduct a comprehensive inspection and carry out daily supervision,organization to conduct a comprehensive inspection of map market in this region,focus on examination traffic and tourist map, city life map published and commercial advertising is not standardized tagging behavior exist; two is to sort out theinvestigation of the problem, in accordance with the law, the punishment to mapvarious illegal acts, to sell or provide the secret map behavior on the Internet site,once found, will be held accountable unit and relevant personnel in accordance with the law, to upload tagging classified or sensitive information website, to be closed down in accordance with the law. The advertising does not comply with theregulations, and commercial advertising information label flooding caused important geographic information is not complete, the map is not fit for the intended purpose,map the low quality "problem map", shall be ordered to stop the sales related unitsand rectification. The three is to carry out the national territory awareness publicity and education, and choose the typical cases of illegal part, if the circumstances are serious, the community reacted strongly to exposure, profound analysis, earnestly carry out the warning education, enhance the people's awareness of national territory awareness and geographic information security.
