为贯彻落实省政府有关文件精神，做好与省直管县（市）的业务对接，5月27日至6月4日，河南省国土资源厅党组成员、省测绘地理信息局局长贾志伟、副局长王进福分别带领有关人员到巩义市、长垣县、汝州市和滑县等省直管县（市）调研测绘地理信息工作。省直管县（市）主管副县（市）长陪同调研，县（市）国土资源局党组书记、局长、副局长等局领导和有关科室人员参加调研座谈会。

每到一地，调研组分别听取了各省直管县（市）国土资源局领导就机构建设、资质管理、保密检查、测绘基准等测绘地理信息工作的汇报，并听取了提出机构编制、坐标管理、行政执法等方面存在的问题和加强培训的建议。

调研组对各省直管县（市）测绘地理信息工作取得的成绩表示肯定，并对各省直管县（市）推动测绘地理信息事业发展提出几点要求。一是加强测绘资质管理。要在资质队伍、测绘任务备案、测绘质量管理等方面加强管理。二是加强地图成果管理。要加大宣传力度，不仅要加强纸质地图的管理，还要加强互联网地图的管理，加大省直管县地图审核权利。三是加强统一基准的管理。针对有些县市坐标系不统一的现状，要加强坐标系的统一管理，还要加强测量标志的管理，涉密测绘资料的管理等。四是要加强测绘服务保障工作。测绘工作除了依法管理，很重要的一个职能就是服务保障。要把基础测绘规划纳入当地经济发展规划，“数字县域”要尽快申报和建设，对地方经济发展提供服务，用信息化发展来管理城市，要通过“数字城市”建设推动基础测绘进展，服务当地经济建设，更好地为当地领导科学决策服务。五是完善机构建设。要尽快落实机构，扩展职能，增加编制，适应地理信息产业发展、地理国情普查等工作的需要。

省直管县（市）主管副县（市）长表示，省局领导的调研很及时，省直管县（市）的测绘管理工作很薄弱，有很多地方还很欠缺，今后一定尽快提升管理水平，多参加培训，多向省局汇报，抓紧研究解决机构问题。“数字县域”是个契机，一定按照要求，提到工作日程，尽快申报和建设，使省直管县（市）测绘管理工作跟上全省信息化发展的步伐，把省直管县（市）“数字县域”、“数字城市”项目做好。
