自3月18日重庆市第一次地理国情普查“三大战役”之一的地理国情普查信息采集工作正式启动以来，国家测绘地理信息局重庆测绘院精心组织、密切配合，确保信息采集工作高标准、高质量、高效率完成。截止目前，重庆院已完成数字正射影像DOM生产并通过成果验收，完成地表覆盖和重要地理国情要素采集约7704.4平方千米，完成外业工作地图制作6818.8平方千米，完成外业调查核查约6288.2平方千米以及内业编辑与整理、成果一级检查和二级检查等任务。

今年，重庆院承担了万州测区面积为22800平方千米范围的像控测量和数字正射影像DOM生产，以及面积为23688平方千米的地理国情要素和地表覆盖分类内业采集、外业实地核查、补调以及内业编辑、地理国情信息遥感解译样本制作及建库等工作，在组织保障、资料收集、安全生产等方面，该院周密部署，统筹安排做好地理国情普查工作。

一是组织保障得力。成立了由院长任组长的地理国情普查实施领导小组，下设了生产实施组、技术组、质量监督组、安全监督组和财务监督组；定期组织召开实施领导小组会议，就前期准备、生产实施、质量控制以及安全生产与成果保密等方面的工作做出安排；举全院之力，聚全院之智，组织动员各部门积极参与到地理国情项目中来，为项目开展提供及时、可靠、周到的保障服务。

二是强化组织管理。根据地理国情普查工作相关要求，重庆院加强项目管理，制定并完善了项目、质量、安全生产、保密工作等管理办法；编制专项设计书和作业指导书等技术文件，制订了统一的技术路线标准；明确了院属各单位和部门的普查任务，各司其职，通力合作，扎实推进普查工作的开展。

三积极开展人员技能培训。该院投入的各类人员近200人，先后参加了国普办、市普查办和院内组织的各层级培训，均具备上岗资格，实现了普查人员培训全覆盖。此外，各生产实施单位还根据项目实施情况，开展了专项技术培训，统一作业人员对技术指标的理解和掌握。

四是开展试生产。地理国情普查是一项全新工作，积极开展普查工作的全流程试生产，进行首幅图实验，总结了经验，锻炼了队伍。从2013年11月起，重庆院就先后组织50余人参与了永川区两幅1:1万图幅的地理国情普查试生产。今年3月起，又组织了约120人的队伍参与了梁平县开展试生产，分别从生产组织、生产实施、质量控制、技术指标实现等方面进行了总结，为规模化生产做好了充分准备。

五是加强技术指导与管理。在普查生产过程中，院领导多次深入生产一线检查指导工作；院还对国普办、市普查办下发的各类技术文件以及院制定的相关制度汇编成册，及时下发到各生产作业小组，统一技术口径，供生产人员及时查阅。该院还加强内外业生产技术人员沟通协调，组织外业判读经验丰富的人员对内业分类解译人员进行有针对性的指导，以提高内业分类解译的准确率。该院还加强对生产过程技术问题的处理工作，对内业解译或外业调查核查过程中出现的一些有代表性、较为典型的问题，院普查技术组及时进行处理和统一汇总，并以书面文件形式下发。

六是加强过程质量控制。重庆院制定印发了《重庆测绘院第一次全国地理国情普查质量管理办法》，明确了各部门在质量控制中的职责，严格执行二级检查制度。根据工作开展情况，院质检部门还跟踪检查生产单位技术执行情况、质量管理状况，及时发现各单位生产、质量管理方面的不足，督促解决生产中的技术质量问题；加强首件图质量控制，及时发现问题并汇总，为后续生产和质检积累了经验，提高了生产、质检人员的专业技能水平。

下一步，重庆院将继续加强各工序间的生产组织协调，采取多种形式，有针对性地组织对各工序作业人员的技术培训和对质量检查人员的质量检查培训工作，强化全过程质量控制管理，巩固安全生产和保密工作成果，为开展好下一个“百日会战”做好准备工作。

Two is to strengthen the organization and management. According to the geographical conditions of census work related requirements, strengthen projectmanagement in Chongqing hospital, to develop and improve the project quality,safety, production, security management approach; the preparation of specialdesign and operation instructions and other technical documents, unified technicalroute to develop a standard; clear school belonging to different units and departments of survey mission, their duties, act with united strength, and promote the development of the census work.

Three to actively carry out personnel training. The hospital invested all the staff of nearly 200 people, has participated in the general office, the census office and hospital organizations at all levels have the qualification, training, the training of census personnel full coverage. In addition, the implementation of production unitsis based on the implementation of the project, to carry out a special technical training, unified operation staff understanding of technical indicators and master.

Four is to carry out the trial production. Geographical conditions survey is a new work, actively carry out the census work of the whole process of trial production, the first picture experiment, summed up the experience, training the team. From 2013 to November, Chongqing Institute has organized more than 50 people participated in the Yongchuan district two 1:1 million map geographical conditions screening trial production. In March this year, and the organization of about 120 people teamparticipated in Liangping trial production, respectively, from the organization,production, quality control, technical indicators of the implementation realization are summarized, for the scale production ready.

Five is to strengthen technical guidance and management. In the census of production process, hospital leadership has been further production line to inspect and guide the work of China; Institute general office, the Census Office issued a variety of technical documents and the Institute to develop a system of compilation,timely issued to the production team, unified technical specifications for productionpersonnel, timely check. The school also strengthen the production and technical personnel of internal and external communication and coordination, organization and the interpretation of foreign trade personnel with rich experience on industryclassification interpretation personnel to carry out targeted guidance, to improve the classification accuracy in interpretation. The school also strengthen the work on the technical problem in the production process, the inner interpretation or external investigation verification process of some representative, typical problems, Institute of survey technology , ;group to carry out processing and uniform collection, and in written form.

Six is to strengthen the quality control process. Chongqing Institute of Surveying and Mapping Institute issued a "Chongqing first national geographic conditionssurvey quality management approach", defined the responsibilities of various departments in quality control, strict implementation of level two inspection system.According to the work of quality inspection department, hospital also track inspection unit of production technology, quality management implementationsituation, timely detection of problems of quality management units, the production,the urge to solve the technical problem in production; strengthen the first map quality control, timely find problems and summary, accumulated the experience for the subsequent production and quality inspection the production, quality inspectionpersonnel, improve the level of professional skills.
