为加强对全市地理国情普查工作的管理，确保普查各项工作按期保质完成，盐城市普查办制定了《盐城市第一次地理国情普查考核管理细则》，对各县（市、区）组织管理、普查进度、技术质量、成果管理、安全保密和创新措施等方面工作加强督查考核问责。

考核结果运用到县级测绘管理工作季度、年度考核中，对考核达不到优秀等级的，不列入年度考核先进单位候选名单。对进展迟缓、质量达不到规定要求且整改不力、不能按时保质完成普查各阶段性任务的各县（市、区）国土资源局，在已签订目标责任书基础上追加问责，对主要负责人进行约谈，并对相关责任人追究工作责任。进一步明确实行进度、质量零失误、零容忍，落实监管措施，加强对普查各个环节的监控。对进度滞后、质量粗制滥造、不能及时整改到位、不能确保普查任务按时保质完成的普查承担单位及监理单位，及时中止合同，并报请省测绘地理信息局和当地政府采购机构将其列入诚信黑名单，在资质资格和招标采购准入方面进行制裁。
